To give back-date benefits to municipal employees a pension scheme was started w.e.f 01.04.1992

Under this Pension Scheme 965 pension cases are finalized,7 pension cases are under process in Urban Development Department and 46 pension cases are pending with Urban Local Bodies.

In the financial year 2009-2010, on the recommendations of the 3rd State Finance Commission, a sum of Rs. 41,77,00,000/- has been provided to the ULBs in the State. This amount includes development grant, for maintenance of assets created by the Urban Local Bodies like roads, streets, street lights, public toilets etc. During current financial year i.e. 2010-11 there is budget provision of Rs.46,12,00,000/- under this award.

During the financial year 2009-10, against the provision of Rs.1,60,00,000/- out of which a sum of Rs. 90.00lacs has been provided to MC.Ghumarwin under 12th Finance Commission's Award for construction of Solid Waste Management Plant . During the year i.e 2010-11, there is budget provision of Rs. 1,60,00,000/- for constructing Solid Waste Management Plant under this award.

Under Swaran jayanti Shahari Rozgar Yojana (SJSRY), an amout of Rs.1347.98 lacs has been provided to the ULBs upto the March,2010, a detail of which with physical & financial progress is as under :-

Under Integrated Development of Small and Medium Towns (IDSMT) scheme the projects of Hamirpur, Mandi & Nahan towns were completed with the spl. Assistance from State Govt. with the cost of Rs. 92 lacs to each Hamirpur & Mandi town and Rs. 135.65 lacs to Nahan town. 69 shops in Hamirpur, 234 shops in Mandi & 43 shops in Nahan town were constructed and allotted. Presently, the IDSMT Projects completed and are functional in the following towns:

Under Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT)(2009-10), on the recommendation of State Level Sanctioning Committee Ministry of Urban Development has sanctioned funds amounting to Rs.835.04 lacs as Central Share and the State Government has released an amount of Rs.270.00 lacs.The scheme is in progress in three towns namely Mandi, Dharamsala and Hamirpur.

The Proposed projects of towns for approval of GOI and has been sanctioned by SLSC :-

Seven more towns namely Sundernagar, Dharamshala, Nahan, Solan, Parwanoo, Chamba & Bilaspur are proposed to be covered under this scheme with total project cost of Rs. 6733.82 lacs. .These project proposals has been approved by the State Level Steering Committee for project cost of Rs. 4981.74 lacs.

Note :- 1. An amount of Rs.6.875 lacs as central assistance has been released to HIMUDA in May, 2007 for Capacity building activities including research & training towards implementation of BSUP & IHSDP under JNNURM. 2. During current financial year 2009-10,There is a budgetary provision of Rs.143.00 lacs under Rajiv Gandhi Urban Renewal Facility (RGURF) for infrastructure and sanitation improvement in urban areas.

There is budgetory provision of Rs. 671.00 lacs under this scheme for the year 2010-11.

Progress under Maintenance of Roads

Presently, there is about 1000 Kms roads / paths / streets being maintained by 49 Urban Local Bodies. An amount of Rs.5.00 crores was provided to all the ULB's for maintenance of Urban Local Bodies Roads in proportion to the length of roads maintained by them during 2006-07. An amount of Rs.5.00 crores has been released to all the ULB's during the financial year 2007-08 for maintenance of Urban Local Bodies Roads. The funds have been released to the ULB's in proportion to the area and population of the ULB's. As sum of Rs. 5.45 crore has been released to the ULBs during the year 2009-10. There is a budgetary provision of Rs.6.00 crores during the year i.e. 2010-11.

During the year 2009-10, Rs 244.00 lacs were released to the ULBs under Environment Improvement of Urban Slum(EIUS) scheme to benefit 3300 BPL families by providing basic amenities & infrastructure viz. Community taps. hand pumps, street lights, community bathrooms & latrines, road pavements, sewerage & storm water drainage. Rehan Baseras etc. in slum areas.There is a budget provision of Rs. 244.00 lacs to benefit 3300 slum families in the curent financial year 2010-11 under this scheme.

The Department of Urban Development is facing the problem of garbage which is being generated in the urban areas. The garbage being generated in the urban areas is to be properly handled in a proper manner so that the environment could be saved. This department has made its best efforts to implement the Solid Waste Management Projects .The Solid Waste Management Projects are being presently implemented in seventeen Urban Local Bodies of the Pradesh.

There is a budgetary provision of Rs. 160.00 lacs under this scheme for the current financial year i.e. 2010-11.

Sewerage Scheme to provide Sewerage facilities in the towns is being implemented by the IPH Department HP,however the budget provison of Rs.22.50crores for implementation of this scheme was reflected in the budget of Urban Development Department in the financial year 2008-2009. So, the funds amounting to Rs. 22.00 crores have been released to the IPH Department for implementing swerage scheme in 30 towns and Rs. 50.00 lacs have been released to the Municpal Corporation, Shimla for its Solid Waste Managemetn Project. In the year 2009-10 there was a budget provision of Rs. 36.00 crores(general plan=24.00 + SCSP=12.00 crores) out of which 32.55 crores has been released to IPH and the remaining Rs. 3.45 crores has been allocated to the Hamirpur & Joginder Nagar. For the 2010-11, there is a budget provision of Rs, 37 crores(Gerneral Plan=25 +SCSP=12 crores) under this scheme.

With a view to deal with garbage problem, the use of polythene bags banned in the State w.e.f. 01.01.1999. Further, in this regard special Clean Polythene Campaigns were launched by the state on 23rd Dec. 2000 and 1st Nov. 2000.

In continuation of above, a special campaign for collection of polythene by the ULBs was undertaken from 21.12.2009 to 26.12.2009, in which the ULBs have collected 23964.80 Kg of polythens.
