Origin of the Scheme :

      order to tackle the problem of garbage in a proper manner, the State Government with the assistance of Norwegian Government initiated a scheme known as NORAD. The scheme was Started in the Urban Local Bodies in Himachal Pradesh in the year 1994-95 and completed n the year 1999-2000. .

Main objective of the scheme :

      The main objective of this scheme was to provide various equipment for garbage handling to the Urban Local Bodies and to handle the garbage problem in scientific manner. There was two sub-heads of this scheme namely:-

      1) IHD-056 meant for all the Urban Local Bodies of the State.
      2) IHD-063 meant for Municipal Corporation, Shimla and now Kullu-Manali.

FUNDING PATTERN OF THE SCHEME:

      The funds are provided by the Planning Deptt, which is also manning cell for IND-Norwegian Project, Secretariat., Himachal Pradesh. The funds are allocated by the Planning Department on the recommendations of Semi-Annual Meeting of the Project.

SUB-HEAD OF THE SCHEME :

This scheme was started in the year 1994-95 to enable all the Urban Local Bodies for the purchase of equipment for handling garbage like Hydraulic Dumper Placer, Garbage Container, Wheel Barrows, Dust Bins, preparing Dumping Sites, Tippers & Fogging machines.

Funds are also provided for :

The Pollution Abatement i.e. for providing Sign Boards etc. in the Urban Local Body to make people Aware about the garbage problem & proper collection and disposal in the respective area.
To various schools under the Awareness Drive through school youths by organising Painting competitions & Declamation Competitions.

IND-063

Under this sub-head two Solid Waste Management Projects are undertaken.

a) Solid Waste Management: Project: - SHIMLA :

Under this project, it is proposed to install a Garbage Treatment Plant at Darni KaBagicha.

b) Solid Waste Management: Project: - KULLU-MANALI :

Kullu & Manali towns are to be covered under this project.
