Origin of the Scheme :

      Environmental Improvement of Urban Slums (E.I.U.S.I/National Slum Development Programme (HSDP) was launched in Himachal Pradesh during 1982-83 and was being implemented by TCP Department till 1998-99. The scheme had been transferred to the Directorate of urban Development during the year 1999-2000 for further implementation.
      This programme falls under Special Component Plan(SCP) on which 50% budget is being utilised every year.

Main objective of the scheme :

      The aims and objective of the scheme is to improve the environmental condition of 2.50 lacs slum dwellers living in 374 slum pockets in 49 Urban Local Bodies of the State. This is being carried out by way of providing community facilities such as Path, Drain, Rehan Baseras (shelter), Toilets, Street Lights, Parks, Roads and Storm Water Drains (gutters) etc. to benefit the slum population of the Pradesh.

Components of Slum Development Programme:

  1. Provision of Physical amenities : like water supply, storm water drains, community bath, widening and paving of existing lanes, sewers, community latrines, streetlight etc.
  2. Community Infrastructure : Provision of Community centres to be used for pre- school education, non-formal education, audit education, recreational activities etc.
  3. Community Primary Health Care Centre Buildings : It is proposed that after creation of infrastructure facilities the concerned municipalities will seek the support of Registered Medical Practitioners/ Government Doctors in the State/ HGOs/CBO/ Philanthropic Associations to manage these centres.
  4. Social Amenities like pre-school education, non-formal education, adult education, maternity, child health and Primary health care including immunization etc.
  5. Provision of Shelter: The scheme must have a component of Shelter upgradation or construction of new houses (including EWS) as may be required. This is a necessity if genuine slum improvement is to be done. Hot less than 10% of the allocation to State under this assistance shall be utilised for construction and /or up-gradation of houses for the urban poor.
  6. State may work out State specific schemes for housing construction/ up-gradation under this component subject to the prevision that the scheme shall not be an entirely subsidy based scheme but the funding shall contain a loan component as well. The State scheme shall be first got sanctioned in a State level Project committee which shall be set up for this purpose by the State Government concerned and which shall have one representative from the Department of UEPA, which is the nodal Department for this scheme is the Government of India.

Monitoring :

  • At District Level:
    The Deputy Commissioner of the district, monitors quarterly progress under this programme.
  • At State Level :
    The State Government monitors the progress under this programme.
  • At National Level :
    The Department of Urban Employment & Poverty Elevation of Government of India monitors the progress under this programme.

FUNDING PATTERN OF THE SCHEME :

The funds are being received through State Plan Budget under head 2217-Urban Development
