Origin of the
Scheme
There is need
to strengthen the urban planning process by integrating
the urban poor in the city planning and development
process in participatory manner and evolve citywide
strategies to provide alternatives to slum formation.
Strategies like making land available to the poor
at affordable prices through reservation of land for
EWS housing and ensuring the provision of housing,
urban infrastructure, and transport services on the
fringes of the cities, can provide alternatives that
would restrict the formation of new slums.
The Hon'ble Prime
Minister took a step forward in this direction by
launching a scheme namely Integrated Housing & Slum
Development Programme (IHSDP) on 3rd December, 2005.
The Integrated Housing & Slum Development Programme
(IHSDP)aims at combining the existing schemes of VAMBAY
and NSDP under the new IHSDP Scheme for having an
integrated approach in ameliorating the conditions
of the urban slum dweller who do not possess adequate
shelter and reside in dilapidated conditions.
Main Objectives
of the Scheme
The basic objective
of the scheme is to strive for slumless cities by
adopting holistic slum development with a healthy
and enabling urban environment by providing adequate
shelter and basic infrastructure facilities to the
slum dwellers of the identified urban areas.
Components
- The components for assistance
under the scheme will include all slum improvement/upgradation/relocation
projects including upgradation/new construction
of houses and infrastructural facilities:
- Provision of shelter including
upgradation & construction of new houses.
- Provision of community toilets.
Like water supply and sewerage. Cost of land for
such projects will not be provided under the programme
and has to be borne by the State Government. In
case the project is to be undertaken on the private
land, which is to be acquired by the State, cost
of land may also be the part of the project costing
only in the case of North Eastern States and the
hilly States of Himachal Pradesh, Uttaranchal and
Jammu & Kashmir.
- Provision of physical amenities
like water supply, storm water drains, community
bath, widening and paving of existing lanes, sewers,
community latrines, street lights, etc.
- Community Infrastructure
like provision of community centres to be used for
pre-school education, non-formal education, adult
education, recreational activities, etc.
- Community Primary Health
Care Centre Buildings can be provided.
- Social Amenities like pre-school
education, non-formal education, adult education,
maternity, child health and Primary health care
including immunization, etc.
- Provision of Model Demonstration
Projects.
- Sites and Services/houses
at affordable costs for EWS & LlG categories.
- Slum improvement and rehabilitation
projects.
- Land acquisition cost will
not be financed except for acquisition of private
land for schemes/projects in the North Eastern States
& hilly States, viz., Himachal Pradesh, Uttaranchal
and Jammu & Kashmir.
Under this programme, Minimum
Floor Area of Dwelling Unit should not be less than
25 sq.mts. and preferably two room accommodation plus
kitchen and toilet should be constructed..
Allocation of Funds& Funding
Pattern
- The scheme will apply to
all towns and cities excepting cities/towns covered
under JNNRUM.
- Allocation of funds among
States will be on the basis of the State's urban
slum population to total urban slum population in
the country. The funds will be provided only to
those towns and cities where election to the local
bodies have been held and elected bodies are in
position.
- The sharing pattern for
the hilly state like Himachal Pradesh is 80 : 10
: 10 , Center : State : Financial Institution.
