Origin of the
Scheme
Rapid urban growth,
tremendous pressure on urban infrastructure and growth
of urban slums in urban India has persuaded the Hon'ble
Prime Minister of India to launch JNNRUM in the month
of December, 2005 for developing basic urban infrastructure
and urban slum development in 63 cities of India.
The premier city
of Shimla and "British Jewel of the Orient", in a
period of even less than 200 years from its inception
around 1815 A.D. has reduced to a concrete jungle.
During last three decades the city has witnessed unprecedented
exodus of development, whereby the 'Queen of Hill
Stations' is comforting with enormous environmental,
heritage, traffic, transportation, infrastructural,
tourism, housing and institutional problems. Degradation
of environment has acquired alarming proportions.
The heritage of global fame of this 'Star of Hill
Resorts' is dwindling. There is confusion and illusion
of tourism. Traffic and transportation chaos persists.
Haphazard Infrastructural Development is hard reality.
Intrusion and collision of trade and commerce is a
vicious issue. Institutional complexes are overcrowding.
There is blind race for housing and scene on slopes
is critical. The green cover is under enormous stress.
Upcoming ribbon of development along the Highways
and major roads emanating from the city call for stringent
measures. Though ban on use of charcoal and polythene
has given enormous relief to the city from pollution,
yet lack of proper disposal of the solid waste calls
for concrete action. tackling of gigantic problems
of horizontally and vertically expanding city is Herculean
task. From the historical perspective and recent trend
of development, it appears that Shimla is a saga of
'perception, deception and reflection'. The Urban
Renewal Process for problematic city of Shimla is
the need of hour and this necessity paved the way
of inclusion of Shimla city in JNNRUM.

Renewal Mission (JNNURM) as city of Special Category

Main
Objectives of the Mission
The objectives
of JNNURM is to assist cities achieve
Focused attention
to Integrated development infrastructure services and
meet the deficiencies in infrastructure projects;
Secure effective
long term sustainability of projects by establishing
linkages between asset creation and management through
reforms, so that the infrastructural services created
in the cities are not only maintained efficiently but
also become self-sustaining over time;
- Ensure adequate investment
of funds to fulfill deficiencies in the urban infrastructural
services.
- Planned development of cities
including the extended urban areas leading to dispersed
urbanization;
- Scale up delivery of civic
amenities and provision of basic services to urban
poor; and
- Renewal of old city areas
to reduce congestions.
The duration of mission is seven
years starting from the year 2005-06 and on its completion,
it is expected that City would have achieved
- Modern and transparent budgeting,
accounting, financial management systems, designed
and adopted for all urban service and governance functions;
- City wide framework for planning
and governance will be established and become operational;
- All urban residents will
be able to obtain access to a basic level of urban
services;
- Financially self sustaining
agencies for urban governance and service delivery
will be established through reforms to major revenue
instruments;
- Local services and governance
will be conducted in a manner that is transparent
and accountable to citizens; and
- E-governance applications
will be introduced in core functions of ULB/parastatal
resulting in reduced cost and time of service delivery
- The Mission encourages the
leveraging of funds available under JNNURM assistance
by enhancing the resource availability with ULBs/parastatal,
commercial viability of projects and bankability of
the projects and incorporating private sector efficiencies
in development, financing, implementation and management
of projects.
Components
Urban Renewal i.e. redevelopment
of inner (old) city areas (this would include items
like widening of narrow streets, shifting of industrial
/ commercial establishments from non-conforming (inner-city)
areas to conforming (outer-city) areas to reduce congestion,
replacement of old and worn-out water pipes by new /
higher capacity ones, renewal of sewerage / drainage
/ solid waste disposal system etc. Land acquisition
cost will not be financed under this component of the
programme. · Water Supply including setting up de-salination
plants, where necessary.
- Sewerage and solid waste
management.
- Construction and improvement
of drains / storm water drains.
- Urban transport.
- Laying / improvement / widening
of arterial / sub-arterial roads and bridges to remove
transport bottlenecks.
- Laying of ring roads and
by-passes around metro and mega cities, provided certain
cost recovery measures like toll charges are built
in.
- Construction and development
of bus and truck terminals.
- Environmental improvement
and city beautification schemes.
- Construction of working women
hostels, marriage hall, old age and destitute Children's
homes, night shelters with community toilets.
Basic Services to Urban Poor
(BSUP)
Basic Services to Urban Poor
(BSUP) is a sub-mission of JNNURM being implemented
in Shimla town. The main thrust of this mission is on
integrated development of slums through projects for
providing shelter, basic services and other related
civic amenities with a view to providing utilities to
urban poor. The Shimla town has been covered under this
scheme. The housing & slum areas are one of the major
concern amongst the urban transport, roads, parking,
water supply, shifting of non-conforming establishments
to conforming areas etc. At present, Shimla town is
the nodal point for all kinds of activities, such as,
administration, tourism, housing, trade and commerce,
traffic and transportation etc. In the City Development
Plan (CDP) the Shimla town has been visualized as a
city without slum by 2021.
