Integrated
Development of Small and Medium Towns(IDSMT).
Origin
of the Scheme :
In
order to uplift the small towns of the country and
to make these towns self dependent, the Government
of India has launched a scheme as Integrated Development
of Small and Medium Towns(IDSMT).
This
scheme was started in Himachal Pradesh in the year
1992. however, this scheme was then implemented by
Town & Country Planning F&CP) Department of the Pradesh.
In the year 1995-96 this scheme was transferred to
Directorate of Urban Development.
Main
objective of the scheme :
-
To
slow down migration from Rural to Urban Areas.
-
Improving
infrastructure facilities and helping in the creation
of durable public assets in small and medium towns.
-
Promoting
resource generating schemes for Urban Local Bodies
to improve their overall financial position and
ability to take long term infrastructure development
programme on their own as well as to repay the
borrowed capital and user in necessary municipal
reforms.

Components

Construction
of Shopping Complexes.

Construction
of roads,streets,drains.

Community
Halls,
-
Yatri Niwas,
-
development
of parks and construction of parking places etc.

Urban
Infrastructure Development Sheme for Small & Medium
Towns(UIDSMT):
In
December, 2005, this scheme Government of India has
launched a new scheme namely Urban Infrastructure
Development Sheme for Small & Medium Towns(UIDSMT)
by subsuming the existing schemes of IDSMT(Integrated
Development of Small and Medium Towns) and AUWSP(Accelerated
Urban Water Supply Programme).
Admissible
Components:-
-
Urban Renewal
i.e. redevelopment of inner (old) city areas this
includes widening of narrow streets , shifting of
industrial / commercial establishments from non-conforming
(inner city) to conforming (outer city) areas to
reduce congestion, replacement of old and worn -out
water pipes by new/ higher capacity ones, renewal
of sewerage/ drainage/solid waste disposal systems
etc.

Water supply
(including de-sanitation plants) and sanitation.
-
Sewerage
and Solid waste Management .
-
Construction
and improvement of drains / storm water drains.
-
Construction
and upgradation of roads, high-ways/ express ways.
-
Parking lots
/ spaces on Public-Private -Partnership basis.
-
Development
of heritage areas.
-
Prevention
and rehabilitation of soil erosion/ land slides.
-
Preservation
of water bodies.

Government of
Himachal Pradesh has declared HIMUDA as the nodal
agency for preparation and execution of the UIDSSMT
Scheme. Nodal Agency:- Government of Himachal Pradesh
has declared HIMUDA as the nodal agency for preparation
and execution of the UIDSSMT Scheme.
Nodal agency
will be responsible for the following :-
-
Inviting project
proposals from ULBs / Para-statal / implementing
agencies.
-
Techno-economic
appraisal of the projects either through in house
expertise or by outside agencies through out sourcing
.
-
Management
of funds received from Central and State Governments.
-
Disbursement
of the funds.
-
Furnishing
of Utilisation certificates within 12 months of
the closure of the financial year and quarterly
physical and financial progress reports to the Ministry
of Urban Development.
-
Maintenance
of audited accounts of funds released to the ULBs
and implementing agencies.
-
Monitoring
of implementation of reforms and infrastructure
projects.
Urban Reforms:-
Before the project is submitted for approval to
the GOI, the State Government and ULBs will have to
accept implementation of agenda of reforms . The proposed
reforms shall broadly fall in two categories :-
a) Mandatory reforms by State
and the ULBs
b) Optional reforms by State
and the ULB
