Origin of the Scheme :

      In order to up lift the small towns of the country and to make these owns self dependent, the Government of India has launched a scheme :town as Integrated Development of Small and Medium Towns(IDSMT).


The 74th amendment of the constitution and the enactment of 3 new Municipal Act viz. H.P Municipal Corporation Act,1994, Municipal Act 1994, and H.P Municipal Services Act 1994, numerous Constitutional, Statutory and obligatory functions are entrusted to the Directorate.

      This scheme was started in Himachal Pradesh in the year 1992. however, this scheme was then implemented by Town & Country Planning F&CP) Department of the Pradesh. In the year 1995-96 this scheme was transferred to Directorate of Urban Development.

Main objective of the scheme :

  • To slow down migration from Rural to Urban Areas.
  • Improving infrastructure facilities and helping in the creation of durable public assets in small and medium towns.
  • Promoting resource generating schemes for Urban Local Bodies to improve their overall financial position and ability to take long term infrastructure development programme on their own as well as to repay the borrowed capital and user in necessary municipal reforms.
